Unsurprisingly, Surskit and Masquerain have no utility in raids or PvP engagements.
The shiny price for Surskit in Pokémon Go is unknown, as its availability and pricing are subject to change. However, as of my knowledge cutoff, the going rate for a shiny Surskit might be around 20-50 thousand PokéCoins or 5-10 million Stardust.

Consumption of certain items does not boost the number of shiny Pokémon encountered in gameplay.
